How the Indian Government House Building Advance (HBA) Works

The House Building Advance (HBA) scheme for Central Government and PSU employees is administered under the Ministry of Housing and Urban Affairs (MoHUA) HBA Rules 2017. Unlike commercial bank home loans where interest is recovered upfront via standard compounding EMIs, HBA employs a highly advantageous "Principal First, Interest Later" amortization model.

The Mathematical Mechanics of HBA Interest

When an employee draws an HBA advance of ₹25,00,000 for 180 months:

  • Principal Recovery (Months 1 to 180): The principal is divided equally into 180 installments (₹13,889 per month). Every rupee paid immediately reduces the outstanding principal balance.
  • Simple Interest on Reducing Balance: Interest accrues on the progressively shrinking principal balance at simple interest rates.
  • Interest Recovery (Months 181 to 240): Only after the entire ₹25,00,000 principal has been fully liquidated does interest recovery commence, divided into not more than 60 equal installments.

Why HBA Saves Lakhs Compared to Bank Loans

In a bank loan, interest compounds monthly and is heavily front-loaded during the initial years. In HBA, because the principal is paid down rapidly without being eaten away by interest, the total interest burden is typically 30% to 45% lower than a commercial home loan of the same tenure.

Frequently Asked Questions (HBA vs Home Loan)

Can both husband and wife take HBA if both are government employees?

Yes! Under revised HBA Rules 2017, if both spouses are Central Government or PSU employees, they can take HBA either jointly or separately up to the maximum admissible limit.

Can I migrate an existing bank home loan to HBA?

Yes, employees who previously took a home loan from commercial banks or housing finance corporations can refinance and migrate the outstanding principal to HBA to benefit from lower interest rates and principal-first recovery.
