Understanding the 12th Bipartite Settlement (12th BPS) Salary Structure
The 12th Bipartite Settlement (12th BPS) and the 9th Joint Note for Officers were formally signed on March 8, 2024, between the Indian Banks' Association (IBA) and bank trade unions (UFBU, AIBEA, NCBE, AIBOC). The wage agreement is effective retrospectively from November 1, 2022 to October 31, 2027, providing an overall 17% increase in wage bill expenses and merging 80.88% of Dearness Allowance into revised basic scales.
The Unique Role of Special Allowance (26.50%)
In PSU banks, Special Allowance was introduced during the 10th BPS to grant salary hikes without proportionally increasing superannuation pension liabilities. Under the 12th BPS, this Special Allowance has been standardized at 26.50% of Basic Pay for all Officers (Scales I through VII) and Clerical staff. Crucially, while this allowance attracts quarterly Dearness Allowance (DA), it does not count towards Provident Fund (PF), NPS retirement contributions, or Gratuity.
HRA Slabs Under 12th BPS
House Rent Allowance is determined by the classification of the duty station:
- Area I (10.25%): Major metropolitan cities and state capitals with population exceeding 45 lakhs.
- Area II (9.25%): Cities and municipal corporations with population between 12 lakhs and 45 lakhs.
- Area III (8.25%): All other municipal, semi-urban, and rural branches across India.
- Bank Leased Quarters: If opting for bank accommodation or commercial lease, actual lease rent approved by the bank is disbursed to the landlord directly, and HRA is waived.
Worked Example: Scale I Probationary / Assistant Manager (Area I)

Are bank salaries subject to 5-day work week changes?
The 12th BPS agreement recommended declaration of all Saturdays as bank holidays (5-day banking week). The implementation is subject to final approval and notification by the Government of India under the Negotiable Instruments Act.
Can bank officers claim both HRA and company-leased accommodation?
No. Officers can either draw HRA as a cash allowance on their payslip or avail company leased residential accommodation where the bank directly pays the landlord up to the authorized scale limit.
